Unless otherwise stated in this Part, this Part applies to a heavy vehicle—
(a)
on a road; or
(b)
in or at a public place; or
(c)
in or at a place owned or occupied by a road authority or by another public authority; or
(d)
in or at a place entered by an authorised officer under Part 9.2.
