651A Directions to prevent or minimise serious public risk
(1)
The responsible Ministers may give a direction to the Regulator requiring the Regulator to take or not to take particular action in relation to a serious public risk.
(2)
A responsible Minister for a participating jurisdiction may give a direction to the Regulator under subsection (1) in relation to that jurisdiction.
(3)
A direction may be given only if the responsible Ministers or Minister, as the case requires, is satisfied the direction is necessary to prevent or minimise a serious public risk.
(4)
A direction under this section can not be about—
(a)
a particular person; or
(b)
a particular heavy vehicle; or
(c)
a particular application or proceeding.
