59 Deciding application
(1)
The Minister must consider the application and decide to approve or not approve the application.
(2)
The Minister may approve the application entirely or partly.
(3)
An approval may be given on the conditions the Minister considers necessary or desirable.
(4)
The Minister must give the applicant notice of—
(a)
the decision; and
(b)
if the application is approved, the conditions of the approval.
