1021 Application of division
This division applies if, before the commencement—
(a)
a notice of intention to negotiate a certified agreement was given under old section 143; and
(b)
an application to certify the agreement was not made to the commission under old section 153; and
(c)
the requirement under old section 149(4) to determine the matter by arbitration had not started to apply.
