193 Requirements for commission’s decision
(1)
The commission must grant a part 5 application if—
(a)
each requirement under subdivision 2 is satisfied for the application; and
(b)
the commission is not required under subdivision 3 to refuse to grant the application.
(2)
If subsection (1) does not apply, the commission must refuse to grant the application.
(3)
Subsection (2) applies subject to section 194.
