28 Immediate suspension
The Minister may suspend a keno licence immediately if the Minister believes—
a ground exists to suspend or cancel the licence; and
the circumstances are so extraordinary that it is imperative to suspend the licence immediately to ensure—
the public interest is not affected in an adverse and material way; or
the integrity of the conduct of keno games by the keno licensee is not jeopardised in a material way.
The suspension—
must be effected by written notice (a suspension notice) given to the keno licensee with a show cause notice; and
operates immediately the suspension notice is given; and
continues to operate until the show cause notice is finally dealt with.
