review of a decision relating to the removal of a vehicle from a mall; and
matters relating to an advisory committee for a mall.
A person is not entitled to compensation on account of injurious affection to any right or interest of a business, commercial or industrial nature because of the establishment, modification or closing of a mall by a local government.
However, the local government may, by resolution, decide to pay compensation to the person.
