21 Primary licence not to be transferable
(1)
A primary licence can not be transferred.
(2)
However, if a primary licence is mortgaged, charged or encumbered with the written approval of the Minister, this section does not prevent the transfer of the licence, subject to section 22, by way of enforcement of the security.
