(1)
No amount, whether by way of compensation, reimbursement or otherwise is payable by the State to any person for or in connection with the enactment or operation of this division or section 318AE(2)(b).
(2)
Subsection (1) applies despite any provision of a special agreement Act and despite any other Act or law.
