318ELBM Minister may refuse application
The Minister may refuse the application if satisfied the applicant has not, in a timely manner—
(a)
taken any step for the application required of the applicant under chapter 6, chapter 8 or this chapter; or
(b)
satisfied the Minister about a matter that, under chapter 6, chapter 8 or this chapter, is required for the Minister to grant the mining lease.
