13 When Act administered only by local governments
(1)
This Act is to be administered and enforced by local governments and not by the State for—
(a)
local government public health risks; and
(b)
a regulation made under section 61 that states that the regulation is to be administered and enforced by local governments only.
(2)
This section is subject to section 14.
