86 Factors affecting making of declaration
(1)
The Minister must declare a service if the Minister is satisfied about all of the access criteria for the service.
(2)
The Minister must decide not to declare a service if the Minister is not satisfied about all of the access criteria for the service.
(3)
Despite subsections (1) and (2), the Minister may declare part of a service if the Minister is satisfied about all of the access criteria for the part of the service.
