the internal review decision relates to a GBR region permit; and

a decision about a permission under a GBR region Act forming part of the permit—

is being reviewed under a GBR region Act; or

has been reviewed and is the subject of an appeal under a GBR region Act; and

QCAT reasonably considers the outcome of the review or appeal under the GBR region Act is reasonably likely to affect the applicant’s decision about whether or not to pursue, or the chief executive’s decision about whether or not to defend, an application for external review under this division.
