24 Person may apply to be joined as a party
(1)
A person may apply to the commissioner to be joined as a party to a mediation of a small business dispute under this part.
(2)
The application must be—
(a)
in the approved form; and
(b)
accompanied by the fee prescribed by regulation.
(3)
The commissioner may join the person as a party to the mediation only with the consent of each of the other parties to the dispute.
