This section applies if—
under section 146, the Coordinator-General endorses a State strategic project as a purpose for taking land under section 125; or
the Minister or Coordinator-General gives the proponent of a State strategic project a written notice under section 149 about a proposed amendment of a declaration under section 143 for the project to identify new land in the declaration.
The proponent of the State strategic project must—

at the start of the negotiations, give the registered owner of the land the required information; and
give the Coordinator-General evidence of compliance with paragraphs (a) and (b).
Subsection (4) applies if the land identified in a declaration under section 143 for a State strategic project has not been taken under section 125 when the proponent of the project is given written notice as mentioned in subsection (1)(b) for new land owned by the same registered owner.
The proponent may comply with subsection (2) by making a final unconditional offer, complying with section 153—
for only the new land; or
for the new land together with the land the subject of the declaration.
In this section—
required information means—
