17 Declaration about works authority and investigation authority
It is declared that—
(a)
the grant of a works authority or investigation authority is not an indication of a commitment or approval by the State, the Coordinator-General or other person to any proposal and, in particular, does not commit the State to acquiring any land; and
(b)
a person is not an employee or agent of the State merely because the person is an authorised person.
