22 Administrative determinations
A determination is an administrative determination if—
the determination—
is made on the application of a person; and
applies to the person or the person and other persons named in the application; or
the determination—
is made on the initiative of the chief executive; and
applies to 1 or more persons named in the determination; and
does not impose an obligation on a person, other than a condition that applies if action is taken on the basis of the determination.
