3 Main purposes of this regulation
(1)
The main purposes of this regulation are—
(a)
to prescribe the obligations of persons involved in the transport of dangerous goods by rail; and
(b)
to reduce as far as practicable the risks arising from the transport of dangerous goods by rail; and
(c)
to give effect to the standards, requirements and procedures of the ADG Code as far as they apply to the transport of dangerous goods by rail; and
(d)
to promote consistency between the standards, requirements and procedures applying to the transport of dangerous goods by rail and those applying to other modes of transport.
(2)
In this section—
obligation includes duty and requirement.
