47 Amending or replacing plan
The Minister must consider amending this plan or preparing a new plan to replace this plan if the Minister is satisfied that—
water entitlements in the plan area are not sufficient to meet needs for water sourced from the plan area having regard to—
the extent to which water is being taken under the water entitlements; and
the efficiency of present, and expected future, water use; and
emerging requirements for additional water; and
water savings that may be made from improvements in the efficiency of water use, or the use of water from other sources, including, for example, recycled water; and
the likely time frame in which additional water will be required; or
there are economically viable and ecologically sustainable uses for additional water; or
this plan’s general outcomes under section 11, ecological outcomes under section 12 or social and economic outcomes under section 13 are not being achieved.
