20 Matters chief executive must consider
(1)
In granting a water licence to a local government for town water supply purposes, other than under operations that were in existence before 21 November 2001, the chief executive must consider whether a planning study, satisfactory to the chief executive, has been completed that—
(a)
demonstrates the need for the water; and
(b)
addresses the matters mentioned in section 19(1).
(2)
Subsection (1) does not limit the matters the chief executive may consider.
