62 Rules relating to bookmakers' operations
The Commissioner may make rules—
regulating the betting operations of licensed bookmakers;
and
requiring an applicant for a bookmaker's licence to give security for compliance with this Act and any conditions attached to the licence;
and
providing for the keeping of records by licensed bookmakers, the inspection of such records and the furnishing of returns by licensed bookmakers; and
regulating advertising by licensed bookmakers; and
dealing with any other matters contemplated by this Division or necessary or expedient for the purposes of this Division; and
prescribing penalties not exceeding $5 000 for breach of a rule.
The rules may provide that a matter or thing in respect of which rules may be made is to be determined according to the discretion of—
the Commissioner; or
a race steward; or
a person of a prescribed class.
