Controlled Substances Act 1984

A person who—

sells a piece of equipment for use in connection with the smoking, consumption or administration of a controlled drug, or the preparation of such a drug for smoking, consumption or administration; or

has possession of a piece of equipment, intending to sell it for such use, is guilty of an offence.

Maximum penalty: Maximum penalty:

for a basic offence—

if the offender is a serious drug offender—$20 000 or imprisonment for 5 years, or both; or

in any other case—$15 000 or imprisonment for 3 years, or both;

for an aggravated offence—$20 000 or imprisonment for 5 years, or both.
