21 Evidentiary
(1)
In any proceedings, a certificate apparently signed by a Minister and certifying as to any approval given by that Minister under this Part is conclusive proof of the matters so certified.
(2)
In any proceedings, a certificate apparently signed by the Minister to whom the administration of this Act is committed and certifying that on a specified date a specified person requested or consented to a specified kind of government document being issued by means of an approved information system is proof, in the absence of proof to the contrary, of the matter so certified.
