12 Presiding member
(1)
The
Chairperson (or, in the absence of the Chairperson, a person elected by the members of the Agency Board who are present at a meeting of the Agency Board) is to preside at a meeting of the Agency Board.
(2)
The presiding member has a deliberative vote and, in the event of an equality of votes, has a second or casting vote.
