25 Presumption of validity and power to make
(1)
All conditions and preliminary steps required for the making of a statutory instrument are presumed to have been satisfied and performed in the absence of evidence to the contrary.
(2)
A statutory instrument is taken to be made under all powers under which it may be made, even though it purports to be made under this
Law or a particular provision of this Law.
