29 Evidentiary provision

In any proceedings, a certificate apparently signed by the Minister and certifying as to—

(a)

any permission or authorisation of the Minister under this Act;

or

(b)

any other matter relating to the exercise of a function under this

Act, is proof, in the absence of proof to the contrary of the matter so certified.
