224 Proceedings commenced by councils
If—
(a)
proceedings for an offence against this Act brought within the ambit of this section by the regulations are commenced by a council; and
(b)
a fine is imposed by a court for the offence; and
(c)
the fine is paid to a clerk of the court, the clerk must pay the amount of the fine to the council.
