A state planning policy or a regional plan is an expression of policy formed after consultation within government and within the community and does not affect rights and liabilities (whether of a substantive, procedural or other nature).
No action may be brought on the basis that an entity has acted in a way that is inconsistent with a state planning policy or a regional plan.
The
Planning and Design Code or a design standard is a public document of which a court or tribunal will take judicial notice, without formal proof of its contents.
No action may be brought on the basis that another instrument is inconsistent with a designated instrument.
