33 Interpretation
In this Part—
enforcement agency means—
(a)
the Minister; or
(b)
a council under the Local
Government Act 1999; or
(c)
a body established by a council or councils under the
Local Government
Act 1999 and brought within the ambit of this definition by the regulations.
