47 Minister may enter training contracts
(1)
The Minister may enter into a training contract assuming the rights and obligations of an employer under the contract.
(2)
The Minister may not enter into a training contract except—
(a)
on a temporary basis; or
(b)
where it is not reasonably practicable for some other employer to enter into the contract.
