State Lotteries Act 1966

The Governor may make such regulations as he or she considers necessary or expedient for the purpose of giving effect to the provisions and objects of this Act.

Without limiting the generality of the provisions of subsection (1), such regulations may—

prescribe all matters which may or ought to be prescribed for giving effect to the provisions and objects of this Act; and

provide for the prevention of fraud in connection with lotteries and the promotion and conduct thereof; and

provide for the payment of prizes in connection with lotteries conducted by the Commission and the conditions under which prizes will be paid.

The regulations may fix a penalty not exceeding one thousand dollars for the breach of any regulation.

The Governor may, by regulation, make additional provisions of a saving or transitional nature consequent on the enactment of the

A provision of a regulation made under subsection (4) may, if the regulation so provides, take effect from the commencement of this subsection or from a later day.

To the extent to which a provision takes effect under subsection (5) from a day earlier than the day of the publication of the regulation in the Gazette, the provision does not operate to the disadvantage of a person by—

decreasing the person's rights; or

imposing liabilities on the person.
