Constitution Act 1934

A vote, resolution, or Bill for the appropriation of any money, or for the imposition of a tax, rate, duty, or impost, shall originate in the Assembly.

A vote, resolution, or Bill shall not be deemed to be a vote, resolution, or Bill for the appropriation of any money, or for the imposition of a tax, rate, duty, or impost by reason only of its containing provisions – for the imposition or appropriation of fines or other pecuniary penalties; or for the demand, or payment, or appropriation of fees for licences, or fees for services thereunder.
