If the Registrar is satisfied that a person who is being home educated has finished a year of home education that is the equivalent of Year 10, the Registrar is to issue the person with a certificate stating that the person has finished Year 10.

For the purposes of subsection (1), a person who is home educated finishes a year of home education that is the equivalent of Year 10 if he or she, in the opinion of the Registrar, has been provided with the approved home education program for that year to a sufficient extent.

In determining whether a person has been provided with the approved home education program to a sufficient extent, the Registrar is to take into account any relevant Ministerial instructions.
