60 General restrictions on granting permits
The Commissioner must not grant an application for a permit unless the Commissioner is satisfied that the applicant is a fit and proper person.
In deciding whether the applicant is a fit and proper person, the Commissioner may, as regards the applicant, take into account any of the matters that are to be taken into account under section 29(2) in respect of an applicant for a licence.
The Commissioner must not grant an application for a permit to a person who would not be granted a licence for any reason specified in section 29(3) and (4).
The Commissioner must not grant an application for a permit to acquire a firearm unless the Commissioner – is satisfied that the applicant is the holder of a licence authorising the applicant to possess or use the firearm; and is satisfied that there is a sufficient reason and need for the applicant to acquire the firearm; and in the case of an applicant who is the holder of a Category H firearms licence for sport or target shooting, is satisfied that the applicant has held that licence, and has been a member of an approved pistol shooting club, for a period of at least 6 months; and is satisfied that the applicant is able to meet the storage and safety requirements specified in Part 5.
