18 Preparation of draft of the SPPs by Minister
The Minister may prepare a draft of the SPPs that is in accordance with terms of reference prepared under section 17(1).
The Minister must consult with – the Commission; and the planning authorities; and the State Service Agencies, and the State authorities, as he or she thinks fit – in relation to the preparation of a draft of the SPPs.
