The Administrator may establish disciplinary panels for the purposes of this Act.

Before the Administrator takes disciplinary action against a licence holder – the Administrator must refer the matter to a disciplinary panel for its recommendation; and the panel must – consider the matters set out in the relevant notice of intent to take disciplinary action and the licence holder's written response, if any, to the notice; and afford a reasonable opportunity for the Administrator and the licence holder to be present and heard; and consider representations made by or on behalf of the Administrator and the licence holder; and make a recommendation to the Administrator about whether disciplinary action should be taken and, if so, the nature of the disciplinary action; and the Administrator must consider the panel's recommendation.
