21 Holding of inquiries
The Commissioner must inquire into any matter referred to the Commissioner for an inquiry by the Minister.
The Commissioner may hold an inquiry into any matter in racing that the Commissioner considers appropriate, including, but not limited to, matters relating to integrity in racing and animal welfare.
