37 Appointment and promotion of employees
The appointment of a person as an employee or the promotion of a permanent employee – is to be based on merit and made in accordance with Employment Directions; and is to be made by the Employer on behalf of the Crown.
The appointment of a person as an employee is to be – as a permanent employee; or for a specified term or for the duration of a specified task.
The Employer may change the employment status of an employee from a fixed-term employee to a permanent employee.
A person is not to be appointed as an employee or a permanent employee is not to be promoted unless he or she possesses such qualifications and meets such other requirements as are determined by the Employer as being required for the duties to which the appointment or promotion relates.
The Employer is to determine conditions of probation for employees including the duration of probation either generally or for specific categories of employees.
The appointment of a person as a permanent employee is to be on probation unless otherwise determined by the Employer.
