4 Reserved purposes
In this Act, a reference to a reserved purpose is a reference to one or more of the following purposes:
the provision of transport infrastructure including, but not limited to, infrastructure related to the transport by rail of passengers or freight, or both;
the provision of telecommunications or energy;
a prescribed purpose.
