141 Substituted service
If it appears to the Court or a judge that a party is unable to effect prompt personal service or service in any other prescribed manner, the Court or judge may make an order for substituted service by advertisement or otherwise as is just.
Substituted service has the same effect as personal service or service in the relevant prescribed manner.
