(1)
There may be employed under Part 3 of the Public Administration Act 2004 any employees that are necessary for the purposes of this Act.
(2)
A Commissioner may, with the approval of the Secretary—
(a)
appoint or employ, on terms and conditions fixed by the Secretary, any officers and employees that are necessary for the purposes of this Act;
(b)
dismiss any person appointed or employed under paragraph (a).
