28 Definitions
In this Part—
development includes establishment, continuation, increase, facilitation, encouragement or promotion;
industry includes—
the production of goods and services in Victoria;
manufacturing or processing in Victoria;
the provision of employment opportunities in Victoria;
the export of Victorian produce, products or services, whether or not outside Australia;
the promotion of Victorian goods and services;
tourism and tourist accommodation and other facilities for tourists in Victoria;
any activity within Victoria approved by the Treasurer as an industry for the purposes of this Part.
