30H End of stage 1 process—No agreement (and there is a materially affected service contract holder)
This section applies if—
S. 30H(1)(a) amended by Nos 61/2011 s. 25(Sch. 1 item 1.3), 49/2019 s. 186(Sch. 4 item 5.13).
after 28 days from commencing negotiations with each of the affected service contract holders in accordance with section 30E, the Head, Transport for Victoria is unable to agree on the terms and conditions for the provision of the new regular passenger service with any of the affected service contract holders; and
at least one of the affected service contract holders is a materially affected service contract holder.

The Head, Transport for Victoria must take action under—
section 30I if there is only one materially affected service contract holder;
section 30J if there is more than one materially affected service contract holder.
