General rules as to service

(1)

For the purposes of this Act—

(a)

if a document is to be served on an individual—it must be served in accordance with section 128.

If it appears to a court on sworn or affirmed evidence, whether oral or by affidavit, that service cannot be promptly effected, the court may make an order for substituted service.
