22A Regulations apply in relation to certain goods
These Regulations apply in relation to goods, dangerous or otherwise, that—
are determined by the Authority to be dangerous goods for the purposes of regulation 30(2); or
satisfy the dangerous goods classification criteria set out, or referred to, in Part 2 of the ADG Code.
Despite subregulation (1)(b), goods that satisfy the dangerous goods classification criteria set out, or referred to, in Part 2 of the ADG Code are not goods in relation to which these Regulations apply if—
the goods are determined by the Authority not to be dangerous goods for the purposes of regulation 30(2); or
the goods are described as not subject to the ADG Code, in a special provision in Chapter 3.3 of the ADG Code that is applied to the goods by column 6 of the Dangerous Goods List in Chapter 3.2 of the ADG Code, and any condition included in that description is met.
