In an accountability investigation, the Commissioner may carry out any inquiries into the subject matter of the investigation that the Commissioner believes are necessary.

In an accountability investigation—

the procedure is at the discretion of the Commissioner; and

the Commissioner must act with as much expedition and with as little formality as the requirements of this Act and the proper investigation of the matter allow; and

the Commissioner is not bound by the rules of evidence; and

the Commissioner is bound by the rules of natural justice; and

before making a decision affecting a person, the Commissioner must give the person an opportunity to make submissions to the Commissioner about the decision.
