In this Part, owner means—
in relation to a dog or cat, the person who has applied for registration or renewal of registration of the dog or cat under section 10, or, if the dog or cat is not registered under section 10, the person who has legal ownership of the dog or cat;
in relation to a horse or any other animal of a prescribed class of animal, the person who has legal ownership of the animal.
