A Council may enter into an agreement in writing with a person or body under which the person or body may be able to do all or any of the following in accordance with the provisions of this Part—
seize any dog or cat under section 84;

receive and retain custody of any seized dog or cat;
sell or destroy any seized dog or cat;

give a seized dog or cat to a pet rehoming organisation, on the condition that the dog or cat is desexed and implanted with a permanent identification device before it is given;

give a seized dog or cat to an animal shelter;
charge fees for any of the above.
