In this Part—
liable person means a person who—
holds a permission that requires or authorises the person to carry out a prescribed levy activity on premises subject to the waste levy; or
does not hold a permission that requires or authorises the person to carry out a prescribed levy activity on premises subject to the waste levy but should have held a permission for the prescribed levy activity;
premises subject to the waste levy means premises at which a prescribed levy activity is conducted.
