102E Unlawful vilification—incitement
A person must not engage in public conduct that is likely to incite hatred against, serious contempt for, revulsion towards or severe ridicule of, another person or a group of persons on the ground of a protected attribute of that other person or group of persons.
For the purposes of subsection (1), the conduct—
may be constituted by a single occasion or by a number of occasions over a period of time; and
may occur in or outside Victoria.
In determining whether a person has contravened subsection (1), the person's motive in engaging in any conduct is irrelevant.
